Roads turn into canals. You can only move on heavy equipment. Two villages are completely cut off from road traffic. The bridge over the Urgal river is destroyed - there is a seething stream.

For several days, more than 80 percent of the monthly rainfall fell. The Bureya river overflowed its banks. An emergency regime has been introduced in the region. Rescuers are working in the flooding zone - the evacuation of local residents to temporary accommodation facilities continues. The head of the region flew into place.

"I set the task to all responsible services in the shortest possible time to ensure the restoration of washed-out roads, repair and construction of bridges," says the interim governor of the Khabarovsk Territory Mikhail Degtyarev.

From day to day, floods are expected in Komsomolsk-on-Amur. The river is also on the rise here. Hydrologists record daily growth. Filling with the waters of the Amur through the channel, Lake Mylka is getting closer and closer to the dam. The five-kilometer fortification, like a wall, now defends Komsomolsk-on-Amur from the south from the elements, which are gradually gaining strength.

Dump trucks dump the stone, excavators equal the slopes with a bucket. Bank protection works at the final stage, 90 percent ready. The north of the city is also noisy. An 18-kilometer dam is under construction.

“We employ about 140 units of equipment and 220 people here. We work in two shifts. We plan to attract additional equipment in connection with the flood,” reports Anton Korolev, head of the Amur construction complex.

A large-scale project of hydraulic structures will protect strategic enterprises - an aircraft plant and nearly 20,000 population of microdistricts, even if the Amur rises to 11 meters.

The fact that the flood is near can be judged by the groundwater - the well is rapidly filling. Springs are beating. The soil is also waterlogged in the gardens. Local residents order pumps from rescuers in advance and are preparing to save the most valuable things.

Without waiting for dangerous marks, temporary accommodation centers have been deployed in Komsomolsk-on-Amur. The technical reserve is checked by the operational services. Utility workers pre-install pumping stations.

“When we reach 6 meters in the Amur, we will shut off storm drains with pre-installed plugs and put pumps for pumping over,” says Andrey Averin, head of the search and rescue team of Komsomolsk-on-Amur.

According to forecasts, big water will reach the City of Youth on July 18-20. Taking into account the fact that the flood is moving from Transbaikalia and has already lost its strength, it is hoped that it will not cause significant damage.
