The banks of the Amur in the Khabarovsk Territory still remain low, even though the level of the river is declining. The most difficult situation is in the Komsomolsk region, where an entire village was flooded. This happened due to the fact that no permanent dams have yet been erected there. People had to build their own defenses, but they failed to stop the flow of water.

Residents of the coastal areas of Komsomolsk-on-Amur fully experienced what a flood peak is. More than 400 farmsteads and summer cottages fell into the flooding zone. The village of Horpinsky was almost half submerged. Amur waves are splashing here at the level of windows, there is not a soul around.

The owners of the affected houses wait out the rampant in city apartments or with relatives. To protect the property from floods, people themselves dumped the dam, but nature turned out to be more cunning - a powerful stream rushed from the other side of the village.

Local resident: “We were harvesting with the child, we had water before the fence. We go out and the water comes and comes. We left at 3 o'clock, we were gone for an hour and a half, we did not go there by car”.

In the private sector of the city, there are two dozen brigades of operational services. Water from flooded gardens and cellars is pumped out using pumps. Many tenants are once again counting losses. The foundations of the houses have been seriously damaged by the floods of the past years. However, the dams promised to people have not yet been built.

Officials have blamed unscrupulous contractors for everything and are trying to reassure the victims with new perspectives. Now they promise to build protective structures with additional funds from the federal budget, but they only plan to finish the work no earlier than in 2 years.

Today hydrologists for the first time recorded a drop in the water level in the Amur, but the critical mark is still exceeded by almost half a meter. An additional group of employees of the Ministry of Emergency Situations continues to work in the city, arriving for help from neighboring Khabarovsk. Rescuers are reinforcing access roadsides, which are close to the water, and along the coastline, just in case, stack sandbags.

Although the peak of the flood is already behind, the river will not return to its course immediately, and besides, a new portion of rains, which are predicted already at the weekend, can provoke sharp fluctuations in the level.

Andrey Prokopenko, Deputy Chief of the Russian Emergencies Ministry for the Khabarovsk Territory: "We do not plan to close the grouping of forces and equipment until stabilization occurs due to a decrease in the water level near Komsomolsk, that is, until it starts to decline steadily" …

The flood ridge, meanwhile, continues to move downstream of the Amur. The overflowing river has already begun to flood settlements located near Komsomolsk-on-Amur. The sports ground of the school in the village of Belgo turned out to be under water, but the rescuers managed to defend the school itself. A water-filling dam was installed in advance along the perimeter of the building.
