Scientists from the All-Russian Research Institute for Civil Defense and Emergency Situations (VNII GOChS) do not exclude a sharp increase in water levels in the rivers of the Amur basin due to the expected monsoon rains and already decreased soil absorbency.

"This year, given the early start of the monsoon season and a critical decrease in soil absorption capacity, large volumes of rainwater can lead to the formation of flood waves and a sharp increase in water levels in the rivers of the Amur basin, and, as a consequence, to flooding of low areas of the terrain, residential buildings and infrastructure facilities ", - said in a message on the official website of the All-Russian Research Institute of Civil Defense and Emergencies.

It is noted that high levels of groundwater will also create difficulties in field work and lead to a decrease in yields.

"On the territory of the Far Eastern Federal District in three districts of the Khabarovsk Territory, in one district of the Amur Region and two districts of the Primorsky Territory, a dangerous agrometeorological phenomenon persists - waterlogging of the upper soil layer," the words of the head of the institute, Sergei Didenko, are quoted on the VNII GOChS website.

He recalled that one of the reasons for the large-scale flooding in the Far East in 2013 was the high water saturation of the soil in large areas of river basins. Then, almost 7, 5 thousand households and 22 municipalities were flooded in the Amur Region alone.

"Taking into account the high risks of emergencies in the Far East region, Sergei Didenko proposed to recommend Roshydromet to increase the number of aerovisual observations in order to promptly identify emerging natural threats, Rosvodresurs - to organize monitoring of the state and filling of reservoirs, and local authorities - to plan and carry out flood control measures", - noted in the message on the website of the All-Russian Research Institute of Civil Defense and Emergencies.

Earlier it was reported that in conditions of water shortage caused by a small amount of snow, reservoirs and hydroelectric power plants on low-water rivers in the Russian Federation can switch to a mode of economical consumption. In addition, due to the warm and little snowy winter, severe drought can threaten the Nizhny Novgorod, Astrakhan and Volgograd regions. And in the Vladimir, Ryazan, Moscow, Tver and Nizhny Novgorod regions, peat fires are possible.
